Why is water forming on the inside of my windows in the middle of summer?

Because the room-side surface of the glass has dropped below the dew point of the air in the room. Indoor air at 76 degrees and 60 percent relative humidity condenses at about 61 degrees, and a poorly insulating window with cold supply air blowing across it will reach that easily. The glass is intact and doing nothing wrong. The fix is a warmer interior surface, less indoor moisture, or both.

Is condensation on the inside of the glass the same as a fogged window?

No, and they are fixed in opposite ways. Wipe the surface. If the water comes off on your hand, it is room-side condensation on intact glass, which is a temperature and humidity problem. If a milky haze stays behind, the moisture is sealed between the two panes because the edge seal has failed, and the sealed unit itself needs replacing. Replacing glass will not stop room-side condensation.

What is a condensation resistance rating and where do I find it?

It is a number from 1 to 100 on the NFRC label, and higher is better. Manufacturers publish it voluntarily, so it is missing from plenty of labels.
